Robert Siegel Architects, along with a team of consultants, completed the Program Development Study for the U.S. Land Port of Entry at Otay Mesa East, California in order to provide a sound foundation to pursue funding for the design and construction. Through the development of this document, the design team confirmed the space and functional requirements of tenant agencies, developed a massing and draft circulation plan to confirm that the selected site can accommodate the program, and developed a construction budget and implementation plan to serve as the basis of the project sponsor’s submission for construction funding.

A team of American federal, regional and state government agencies, in collaboration with their counterpart agencies in Mexico, are working to develop the LPOE and associated transportation network including California State Route 11 (SR11). The proposed site is approximately 20 miles south of downtown San Diego, California and 2 miles east of the existing Otay Mesa LPOE. When completed, this project will create the third major border crossing point between the San Diego region and Tijuana.
